Step 1: Bring 2 cups of water to a boil. Remove from the heat. Whisk in pink starburst jello, stirring until dissolved. Step 2: Add 1 cup cold water and 1 cup of vodka and stir to combine. Set the jello aside to cool for a few minutes. Step 3: Take your shot glasses and pour them halfway full with the pink starburst jello to make the first layer.
