You may also look into Haley (An NPC from the Point Lookout DLC) who has a glitch that will eventually bring his repair skill up to 100.. For 3 I have to say Moira, and for New Vegas Daniel Contreras, the Gun Runners, and the Sink Central Intelligence Unit in Old World Blues. Best Shop in NV is Quartermaster Bardon imo. He has 2 Lists which means he has very nice stuff for sale rather early. He also has by far the largest stock of ammo in the game.

I'd recommend focusing on Barter occasionally and building up the LW's other strengths instead, (unless you're playing a Pacifist or Merchant build, of course.).
