"This page intentionally left blank" is a common sentence at the start of books/documents. I know it is correct, but why is it not expressed as "This page has been initially left blank"? Is there a term to describe this phenomenon in English grammar? A useful link for further study will be appreciated. I have already read this relevant Q&A.

In many legal documents, I've been required to place a text box on the page that reads "THIS PAGE INTENTIONALLY LEFT BLANK", so the reader doesn't think there's something missing. In your case, where you don't want that to actually print but still want a designer to see it, you could do a couple things: 1) Put that text box on its own layer.

I think this is a historical artifact of the days when we photocopied many documents, rather than finding the PDF online and printing again. It may be a bad idea.
